สำนักงานหลักประกันสุขภาพแห่งชาติ (สปสช.) ได้รับการประสานงานจากบริษัท ประกันสุขภาพฟิลิปปินส์ (Philippine Health Insurance Corporation: PhilHealth) ซึ่งเป็นบริษัทที่รัฐบาล เป็นเจ้าของ นำคณะผู้แทนจากฟิลิปปินส์เข้าศึกษาดูงานด้านหลักประกันสุขภาพถ้วนหน้า
โดยเน้นเรื่องการจัดกลุ่มวินิจฉัยโรคร่วม (DRG) การจัดทำงบประมาณ การแบ่งปันค่าใช้จ่าย การบริหารการเงินการคลังสุขภาพ นำคณะศึกษาดูงาน ณ สำนักพัฒนากลุ่มโรคร่วมไทย
เพื่อแลกเปลี่ยนเรียนรู้ระหว่างสองประเทศ โดย 1. ศ.ดร.นพ. ศุภสิทธิ์ พรรณารุโณทัย 2. นพ.ชัยโรจน์ ซึงสนธิพร 3. ดร.อรทัย เขียวเจริญ เป็นวิทยากรบรรยาย
และแลกเปลี่ยนเรียนรู้ในหัวข้อ การพัฒนา DRG ของประเทศไทย นำ DRG มาใช้กับ 3 กองทุนหลังของประเทศไทย มุมมองของผู้มีส่วนได้ส่วนเสีย และบทบาทของสถาบันที่เกี่ยวข้อง (Stakeholder Perspectives and Institutional Roles in Thailand’s DRG System)
ให้แก่คณะผู้แทนจาก PhilHealth สาธารณรัฐฟิลิปปินส์ โดยมีผู้เข้าร่วมประชุม ดังนี้

ในวันที่ 26 สิงหาคม 2568 เวลา 13.00 – 17.00 น. ณ สำนักงานพัฒนากลุ่มโรคร่วมไทย

As coordinated by the National Health Security Office (NHSO) with the Philippine Health Insurance Corporation (PhilHealth), a government-owned corporation, a Philippine delegation was brought to study Thailand’s Universal Health Coverage system, with emphasis on Diagnosis Related Groups (DRG), budgeting, cost-sharing arrangements, and health financial management.

The study visit was conducted at Thai CaseMix Centre (TCMC) to facilitate knowledge exchange between the two countries. The session featured three speakers: 1. Prof. Dr.Supasit Pannarunothai, M.D. 2. Dr.Chairoj Soengsonthiphon, M.D. 3. Dr.Oratai Khiaocharoen, who presented and exchanged knowledge on topics including Thailand’s DRG development, implementation of DRG across Thailand’s three main health insurance funds, stakeholder perspectives and institutional roles in Thailand’s DRG system for the PhilHealth delegation from the Republic of the Philippines.

The meeting participants included: 5 delegates from Philippine Health Insurance Corporation (PhilHealth), 4 delegates from Philippine Institute for Development Studies (PIDS), 3 delegates from Department of Health (DOH), 1 delegates from Commission on Audit (COA), 1 delegates from World Bank, as well as 4 delegates from the National Health Security Office (NHSO) and 3 delegates from Thai CaseMix Centre (TCMC). The session took place on August 26, 2025, from 1:00 PM to 5:00 PM at Thai CaseMix Centre (TCMC).
